牛肉是西餐主要的食材之一。本文通过对牛肉的初加工技术进行分析,探究对西餐牛肉类进行食品安全控制的措施,以提高牛肉类产品的整体质量,使西餐牛肉类产品能够达到我国食品安全的标准。

维护方式选择是维护管理中的重要工作之一,合理的维护方式既能达到保障设备的稳定运行,又能同时兼顾其它各个方面的要求。由于对维护方式的评价涉及多个部门、人员和属性,有些指标只是一个模糊的概念,因而采用模糊多属性群决策的方法对维护方式进行优先抉择。本文结合A公司的设备维护方式选择问题,尝试使用模糊多属性群决策折衷算法求解最佳的维护方式。     

What has New Zealand gained from The FTA with China?: Two counterfactual analyses†

We investigate the effects of the 2008 New Zealand (NZ)–China free trade agreement (FTA) on exports from NZ to China, and real GDP per capita in NZ using the synthetic control method to estimate the counterfactuals. NZ exports to China were more than 200% higher in 2014 than what they would have had the FTA never been signed. NZ's food and live animals exports to China were more than 180% higher in 2014 than the counterfactual. Our counterfactuals indicate a small but negative effect of the FTA on NZ's real GDP per capita between 2009 and 2012.     

Crony capitalism,the party-state,and the political boundaries of corruption

We build a model that puts together crony capitalism, the hierarchy of the Chinese communist party-state, and the decision-making process inside the Party Center. We show that inefficient economic institutions create local corruption that raises realized productivity, while generating rents that flow along the party-state hierarchy up to the provincial level, threatening the Center’s control in potential crises. Although both stronger crisis control and higher economic performance help the Center’s goal to stay in power, we show that given a general fat-tailed risk of crisis, the Center will maximize crisis control at the expense of the economy when choosing its tolerance of local corruption. Power structure and corruption within the Center and reciprocal accountability between central and provincial leaders are also analyzed. Our analysis suggests conditions under which China’s communist regime will or will not deal with the existential threat presented by corruption.     

Direct intervention or indirect support? The effects of cooperative control measures on farmers’ implementation of quality and safety standards

In recent years, labor-intensive agricultural products from developing countries have exhibited inferior performance in international trade due to quality and safety incidents, among which pesticide residue is a major issue. Aiming to improve food quality and safety in the context of cooperatives, we introduced three categories of control measures: outcome control, process control and social control. Based on the Pre-Harvest Interval Standard (PHIS), we selected three indices, farmers’ implementation rate of PHIS, absolute distance to PHIS and relative distance to PHIS, to evaluate appropriateness of pesticides use, reduction of pesticide residue and safety improvements of agricultural products. By using random sampling survey data, we empirically analyzed the marginal effects of control measures and their combinations on food quality and safety standards. The empirical results show that implementing process control, namely, unified production standards or supply of unified agricultural inputs, can comprehensively improve farmers’ implementation rate of PHIS, absolute distance and relative distance to PHIS respectively by 34.9%, 3.2 days and 46.0% on average. While the effects of outcome control (safety inspection) and social control (bonus-penalty incentive or training) are restricted to other measures. Therefore, we suggest cooperatives should take farmers’ features, implementation conditions and the effects of control measures into consideration in order to make a sustainable management plan for improving food quality and safety and enhancing competitiveness in international markets.     

基于经济新常态的长春市水资源开发利用潜力评价

以长春市为研究对象,基于未来经济处于新常态的发展态势,构建包含水资源、社会、经济、生态环境4个子系统的评价指标体系,并确定各指标的评价等级标准;基于模糊数学理论以及层次分析法构建包括目标层、准则层、指标层的3层模糊综合评价模型,以2015年为现状水平年,应用模型对长春市水资源开发利用潜力进行综合评价。结果表明:长春市水资源开发利用程度处于中等偏上水平,各辖区水资源开发利用规模不平衡,可通过产业结构调整提高全市用水效率,为经济持续增长提供保障。     

Understanding expert practices in order to control expert activities: The case of trading

Experts are important actors of organizational control. Nevertheless, experience suggests that they must be controlled as well. This is particularly the case for traders in financial institutions. We first identify the limits of traditional control patterns when the managing the activities of experts is at stake. Hyperspecialization, which is the ability to act within different logics and multiple time horizons, suggests that multidimensional representations of these activities be adopted and made explicit, which has the potential to prevent such activities from turning problematic. By examining bank risks and conducting additional interviews with actors from bank trading services, we recommend that multiple components of complexity be preserved when dealing with expert‐related operational risks, instead of reducing this complexity to a single concept.
